The Pieta' Local Council was constituted on the 2nd May 1994. The first elected members of the Council were: John Bianchi, Rene` Butigieg, Carmel Fenech, Dr. Malcolm Mifsud and Edward Schembri, who were all sworn in on the same day.

The Council held its first meeting on the 3rd may 1994 and Dr. Malcolm Mifsud was elected Mayor.

On the 14th June 1995, Councillor Rene` Butigieg resigned his office and Emanuel (Emy) Micallef was elected in his stead by means of a by-election and was sworn in as Councillor on the 3rd July 1995.

The first Council held office until the 31st March 1997. The elections for the second Council were held on the 8th March 1997. John Bianchi, Carmel Fenech and Edward Schembri did not stand for re-election and three new candidates, Alessandro Farrugia, Robert Farrugia and Vince Marshall contested the election together with Emanuel (Emy) Micallef and Dr. Malcolm Mifsud. Since only five candidates contested the election for the five places on the Council, all the candidates were automatically elected. Dr. Malcolm Mifsud was re-elected Mayor on the 2nd April 1997.

The next elections were held in March 2000. Dr. Malcolm Mifsud and Alessandro Farrugia were re-elected and three new Councillors were elected - Santo (Sunny) Attard, Reuben Mifsud and Lawrence Spiteri. On the 6th April 2000 Dr. Malcolm Mifsud was re-elected Mayor, for a third term and Alessandro Farrugia was elected Deputy Mayor. In February 2001 Lawrence Spiteri resigned for personal reasons and Jessie Fabri was elected to replace him in a Bye-Election. In December 2001, Reuben Mifsud resigned because his name no longer appeared on the Electoral Register for Pieta’ and Joseph Goggi was elected in his place in a Bye Election.

The next elections were held in March 2003. Dr. Malcolm Mifsud, Sunny Attard and Jessie Fabri were re-elected, together with two new candidates - Annhelica Scerri and Michael A. Brockdorff. At the first meeting of the newly constituted Council held on the 2nd April 2003, Dr. Malcolm Mifsud was re-elected Mayor for a fourth term and Annhelica Scerri was elected Deputy Mayor.
